Meet Our Team
Barb Burford
Founder / Senior Lawyer
Barb grew up in the Toronto area and originally moved here to be a teacher. She then graduated from Queens University Law School in 1983 and was called to the Bar in 1986.
She was the first female lawyer in the Napanee area. Although she now practices in the areas of Estate Planning and Real Estate, she practiced primarily Family Law for decades. Barb was also an Office of the Children’s Lawyer and a part time federal per diem Crown.
She has given back to the community in a number of ways whether it be as a Lioness, or mentoring the local high school’s moot team or sitting on various boards and committees in our area.
Jillian Burford-Grinnell
Senior Lawyer
Jillian was born in Belleville, and grew up in Napanee. After completing her first year at Queens University, she took a twelve-year hiatus to marry her husband John and they have three (now adult) children. During those early years, Jillian worked as a Law Clerk primarily in Family Law and Real Estate. Jillian’s thirst for knowledge encouraged her to return to Queens to complete her BAH. She then went on to Queens’ Law graduating in 2014. After articling with Queens Legal Aid, Jillian was called to the Ontario Bar in 2015. Her path to law was characterized by dedication and perseverance, qualities that continue to define her practice today.
Jillian currently serves as the President of the Lennox & Addington Law Association. In this role, she contributes to the development of the legal profession in this region and works to enhance the practice of law in her community. She works with the Federation of Law Associations (FOLA) advocating for lawyers across Ontario.

Dawn Quelch
Senior Associate Lawyer
Dawn was born and raised in Northern Ontario in a town called Atikokan. She attended York University for her undergraduate degree in Mass Communications/Political Science and then Centennial College for a post-graduate Certificate in Book and Magazine Publishing.
Dawn worked for the legendary Stoddart/General Publishing Group before attending Queen’s Faculty of Law. In 2006, Dawn articled with the Office of the Crown Attorney in Kenora, Ontario and received her call to the bar in 2007. Since then Dawn has defended Accused persons before the Courts in Eastern Ontario.
Ningjing (Natalie) Zhang
Associate Lawyer
Born and raised in Shanghai, China, Ningjing moved to Kingston in 2016. She obtained her B.A.(Hons.) and Ph.D. from Fudan University in China, and her M.A. and J.D. from Queen’s University in Canada. During her time in Canada, Ningjing has actively participated in various events and campaigns advocating for justice for marginalized groups.
Ningjing received the Aird & Berlis Equality Award from the Women’s Law Association of Ontario (WLAO) in 2021 and the FLA Award from the Frontenac Law Association (FLA) in 2023. She served as the Chair of the Christian Legal Fellowship (CLF) Queen’s Law chapter from 2021 to 2023.
Since joining Burford Law in 2023 as an associate lawyer, Ningjing has delivered legal education sessions for the Chinese Canadian Association of Kingston and District (CCASD). She has also provided legal services to immigrant and refugee clients referred by Immigration Services Kingston Area (ISKA) and KEYS Newcomer Services. Ningjing is committed to continuing her service to the community.
In her leisure time, Ningjing enjoys spending time with her children and their newly rescued dog, “Wonzy.”
